Federal Rules on Medical Record Fees

HIPAA-covered entities and business associates were directed by a Federal Court to charge fees for medical records by (1) calculating the labor cost it takes to fulfill a record request or (2) by charging a flat fee capped at $6.50 per request.

This ruling does not apply to non-patients, such as insurance companies and lawyers.  Physician practices and hospitals may charge whatever they feel is appropriate to non-patients for medical records.
